This study was initiated because of the dangers that come with being a pedestrian at night in New Jersey. In 2002, New Jersey’s pedestrian fatality rate was greater than the national average and 30 percent of all pedestrian fatalities occurred between 8 pm and 11:59 pm. For this reason, well lit sidewalks and crosswalks are crucial for a safe pedestrian environment. This report recommends that the issue of pedestrian lighting be made apparent to state, county, and municipal leaders and that they be given the appropriate tools and guidelines to create a safe and comfortable pedestrian environment.
