E-Bike Laws in New Jersey

In January 2026, Governor Murphy signed S4834/A6235, which creates new regulations for e-bikes in New Jersey. The law classifies all e-bikes as “motorized bicycles” requiring licensure and registration. The new law states that, as of July 19, 2026, e-bike riders must obtain the appropriate license and registration through the NJ Motor Vehicle Commission (NJMVC) to comply with the law. How does the New Jersey law define e-bikes?

E-bikes in New Jersey are regulated based on how operators receive assistance from the electric motor and by the maximum assisted speed that the motor reaches. Throttle bicycles are propelled forward by engaging the throttle and pedal-assist bicycles give extra power while pedaling; some e-bikes are equipped with both modes.

In New Jersey, e-bikes are classified as either “low speed electric bicycles” or “motorized bicycles” (see below). As with ordinary bicycles, e-bike riders must comply with all the laws that apply to motor vehicles, such as obeying traffic signals and traveling in the direction of traffic. However, unlike traditional bicycles, all e-bikes require a license and registration from the MVC. Motorized bicycles also require insurance.

Low Speed Electric Bicycle:

Maximum assisted speed of 20 mph
Pedal-assist electric motors only, 750 watts or less
May be parked on sidewalks but cannot block pedestrians
Requires a moped/e-bike license or driver license
Operator must be at least 15 years old receive license
Must be registered with the MVC (as “low-speed”)
No insurance required
Must follow all laws applicable to bicycles
Bicycle helmet required for those under age 17

Motorized Bicycle:

Excludes “low-speed electric bicycles”
Maximum assisted speed of 28 mph
Electric pedal-assist or throttle-motors, 750 watts or less, or gas pedal bicycle with maximum piston displacement under 50 cc
Not permitted to be parked on sidewalks
Requires a moped/e-bike license or driver license
Operator must be at least 15 years old to receive license
Must be registered with the MVC (as “moped”)
Minimum liability insurance required
Motorcycle helmet required

What if my e-bike can go faster than 28 mph?

An electric motorized bicycle, or “e-moto”, has fully operable pedals and an electric motor of greater than 750 watts that allows the bike to achieve speeds greater than 28 mph. They are regulated as a type of motorcycle.

Electric Motorized Bicycle:

Can achieve speeds above 28 mph
Electric pedal-assist or throttle-assist motors, exceeding 750 watts
Requires a motorcycle license or a driver license with a motorcycle endorsement
Operator must be at least 17 years old to receive license
Must be registered with the MVC (as “motorcycle”)
Motorcycle insurance required
Motorcycle helmet required
Must follow all motor vehicle and motorcycle laws
Use in bike lanes and bike paths prohibited
