The New Jersey Department of Transportation’s (NJDOT) Bureau of Safety, Bicycle, and Pedestrian Programs has recently released new reports from the NJDOT Bicycle and Pedestrian Planning Assistance program (BPPA). Over 130 local planning studies have been completed across the state since the program began in 1993.
LBPPAP Resources
The NJDOT Bicycle and Pedestrian Resource Center provides a resource page for the BPPA program with information about the program’s purpose, application, and eligibility requirements, as well as a list of studies completed since the program’s inception. Reports published since 2017 are available as PDF downloads, and earlier studies are available by request. The project list can also be sorted by county or municipality to help you quickly find information on specific plans. Each report provides details on how a client community is working to make travel safer and more accessible for non-motorized modes of transportation.

Program Purpose
Many people across New Jersey use walking or bicycling as a mode of transportation. The BPPA program works to further the goals of the New Jersey Bicycle and Pedestrian Master Plan and create safer spaces for those who walk and bike through infrastructure improvements that address mobility, safety, and access. Through the program, local governments across New Jersey can be connected to consultants with expertise in bicycle and pedestrian planning at no cost.
How To Apply
Counties or municipalities that are interested in applying for local bicycle or pedestrian planning assistance should first review the program guidelines. Applicants must describe the issues they wish to address and provide a resolution of support for the study. They must also agree to assist with stakeholder identification and outreach and to make a good-faith effort to implement the recommendations resulting from the plan. Often these recommendations turn into grant applications for state or federal funding. More information about BPPA and other bicycle and pedestrian programs in the state can be found in this presentation from the May 2024 New Jersey Bicycle and Pedestrian Advisory Council (NJ BPAC) meeting.
