New Jersey has committed resources to the development and support of enforcement and education programs that can contribute to roadway safety in communities across the state. This has been achieved by investing in Pedestrian Safety Education and Enforcement (PSEE) and Bicycle Safety Education and Enforcement (BSEE). The goal of this report is to assess both programs and provide summary information to the New Jersey Department of Transportation (NJDOT) so they can determine the appropriate level of support and what steps might be considered for program development and sustainability. This report is informed by the professional knowledge of the consultant (Ranjit Walia, Founder/CEO of Civic Eye Collaborative) who is uniquely qualified to assess the programs since he has worked on their development and conduct since their inception with the support and cooperation of NJDOT and Rutgers University. This report is also informed by six in-depth interviews, which were conducted in 2022 and provided perspectives from practitioners, advocates, and researchers familiar with safety training or safety campaigns.
