The Township of Belleville, New Jersey, participated in the 2024–2025 North Jersey Transportation Planning Authority (NJTPA) Complete Streets Technical Assistance (CSTA) Program. Technical assistance included the analysis of four roads (Division Avenue, Joralemon Street, Passaic Avenue, and Greylock Parkway) surrounding Belleville High School and the design and coordination of a temporary bike lane demonstration on Division Avenue in October 2024. Both components were a collaborative effort with municipal employees, school district officials, and Township stakeholders. Officials and residents are interested in making it safer and easier to walk and bike to the school and the Municipal Stadium, and to reduce congestion and speeding around the school, particularly during school drop off and pickup and during school and community events.

This report summarizes the implementation of a temporary bicycle lane demonstration and the feedback provided by community members that was collected through an online survey. This report identifies several recommendations to make it safer and more comfortable for non-motorists to travel to and around Belleville High School by walking and biking, e-scooters, skateboards, or other forms of human-powered travel, taking into consideration observations made during two field visits, as well as input received through the online survey (Figure 2).

This report calls for: lowering vehicle speeds and improving comfort and safety for all by building “bicycle boulevards;” enhancing pedestrian safety by adding curb extensions; providing and maintaining high-quality pedestrian infrastructure; and adding lighting.

The lessons learned during the demonstration and roadway analysis can be applied to other roadways in Belleville. Appendices in the report include outreach materials, temporary demonstration designs, the online questionnaire, and a list of potential funding resources.
